The Legendary Zane Class Mod Hustler comes from the Borderlands 3 Fantastic Fustercluck DLC.

Hustler - Unique Ability

Hitting an enemy with Non-Critical Hits stacks a buff up to 5 times.
Non-Critical hits have a 5% Chance to consume that buff and deal +25% Damage for each stack.

In more simple terms:
Non-Critical hits have a 5% chance to deal +25% to +125% Damage and activate crit skills.

Hustler - Boosted Skills

Borderlands 3 Class Mods can't be anointed nor have a Mayhem Level.

Legendary and Epic Class Mods get 5 Bonus Points that are distributed randomly. A Skill's maximum Bonus Points depend on its original maximum.
