The Legendary Sniper Tankbuster is manufactured by Ripper and comes from the Borderlands 4 Stone Demon Bounty Pack.

Tankbuster - Unique Ability

After charging, the Tankbuster fires fast Bullets in a linear trajectory that deal +75% Damage for each enemy near the target.
The Bonus Damage is transferred as healing to each nearby enemy, each restoring Health equal to 75% Card Damage.
Enemies at full Health do not benefit from the healing but still contribute to the Damage Bonus.
