The Legendary Vex Class Mod GOAT comes from the Borderlands 4 The Last ResortDLC.

GOAT - Unique Ability

Killing an enemy has a 25% Chance to spawn a Soul Orb. Soul Orbs now grant 30% Bonus Damage of their Elemental Type when Detonated for 20 seconds. Killing an enemy with Ordnance Damage spawns a Reaper, with a 20 second Cooldown.

Vex's GOAT Class mod always comes with the Stat:
